Of course, if you have a 32-bit Windows 8/8.1/10 (32-bit Windows 7 doesn't support UEFI) installation ISO/DVD, you can crate a Windows To Go Drive and boot it in UEFI mode on a 32-bit UEFI machine.
BTW, the 32-bit Windows To Go Drive can't boot in UEFI mode on a 64-bit UEFI machine, you can only boot it in traditional BIOS mode on a 64-bit UEFI machine.
