Unfortunately, no difference.
I tried
- HBS directly creating stick
- Rufus creating stick
In all cases it did not work on the laptop that created the ISO
The stick worked fine on 2 other computers
Rufus did report that the ISO contained a revoked UEFI so
not sure if that's the issue.

Yoh can test the revoked UEFI issue by turning off SECURE BOOT option and trying the recovery media. The revoked UEFI issue only deals with SECUDE BOOT.
Secure boot has been off for all the tests.

Does the computer prompt any message when booting from the rescue disk? Such as the BSOD or other information.

Is this computer a traditional BIOS computer and not a UEFI computer? What is the capacity of your USB drive?

This is so weird, have you tried to download the WinPE components from Microsoft?
