Normally this should throw an error or report something like "WinRE is already disabled". If you disable WinRE successfully, Windows normally writes back the WinRE.wim file from the RE partition to C:\Windows\System32\Recovery. When you renable it, it gets moved away to the new RE partition. That's why disabling is so important before removing the RE partition.
