Personally, I would leave out point 5 or at least rephrase it somehow. You can't force someone to use proper English, it's not everyone's native language so there might be problems. We also had one or two members in the past that posted their questions in German. I agree that this is not ideal but I tried to help them anyway because I speak German, too.
The rating system is not very prominent in this board but I think that's fine. Preventing negative scoring might help but I wouldn't write this down as a forum rule. If the software allows it, it should be fine to use. If it doesn't, then there's no need to have a rule for it.
Rule 4 and 6 could be merged I guess, seems to be the same thing basically.
Rule 3 and 9 might also be merged, both are about piracy and/or copyright infringement.
Rule 2 and 11 are very similar, one is about spamming ads and the other is ads only.
Apart from that the rules seem to be a non-brainer and it goes without saying that everyone should have no problem with agreeing to them anyway.
