Having just read the suggested v2 Forum Rules from @garioch7 (just back from travel), I find them comprehensive and inclusive of most items Forums have to deal with.
My only suggestion would be, under Item #9, to disallow any EXECUTABE download links (LINKs leading directly to executable files), except by ADMIN. As we all know, direct download LINKS in any environment can be very extremely dangerous as far as what's actually downloaded by the LINK. Many Forums I have perused disable this capability and for good reason... security issues.
Other than that, I think the Forum Rules look great.
