If it still fails, please try the following methods:
Method 1:
1. Locate the .pkg file in Finder.
2. Hold down the Control key and click (or right-click) the file, then select "Open" from the menu.
3. A new warning window may appear, but there will be an "Open" button. Click it to try bypassing the one-time check.
Method 2:
1. Open Terminal.
2. Enter the following command and press Enter.
sudo spctl --master-disable
3. Enter your administrator password.
4. Try installing the .pkg file again.
5. After the installation is complete, it is strongly recommended to immediately re-enable full protection:
sudo spctl --master-enable
