Rescue disk not working

I have a related issue with rescue disk failing to boot

On a Laptop Win 11 HBS 5.4.2.1
- created rescue disk several different ways
- the rescue USB fails to boot on the laptop
- but the same usb will boot on several other computers.

- a rescue disk created on a different computer will boot on the laptop computer.

I've created the usb boot drive both directly from HBS as
well as using Rufus and the iso

I'm fully protected since I have been able to create a rescue boot stick 
on a desktop computer that appears to work on all other computers.

However, I would like to resolve the issue.
