No, the feature, if implemented, should include ALL partitions in either a SYSTEM or DISK/PARTITION image if they change their geometry. All partitions are important to the user in a defined image, not just System partitions.
...and in the current implementation, the user is not evened warned that partitions in their image are no longer being imaged... a very large surprise when it comes to needed restoration at some point (the restore will probably die due to no OS or RE partition being in the image at the time of restoration, as in the example mentioned).
