When booting from this rescue disk I just realized that the keyboard layout is wrong:
Pressing äöüß gives ';[- which seems to be the standard US layout instead of German.

I guess this is a side effect of the date/time display change that was introduced somewhere in the latest beta versions?

This can be fixed temporarily from within WinPE with this command:
wpeutil setkeyboardlayout 0407:00000407

You can also change this permanently with DISM during image creation, found this documentation here:

Hoping for a permanent fix though, entering passwords is hard if the keyboard layout is wrong

I checked the config file for 2 different ISO builds. Build 1 is the one I usually choose because I prefer apps in English.

Yes, my main PC is set up in German and I'm also using a German keyboard.
DISM also reports a German keyboard language:
