I mean, again, isn't the point of the \bin\WINPE directory to be used in PEs? The name of the directory says that's the case. It's not tampering if that's its purpose. Basically, the point being, what's to stop a purchased HBS from behaving like this? Will I be able to have a functional HBS on a custom PE (which again I assume is the intended function of \bin\WINPE)?
