Welcome to the Hasleo Forums. The behaviour you describe is normal. A backup is a snapshot of your drive when the backup was started. Everything that happens after that backup starts and the VSS snapshot is taken, is not added to that backup, even if it occurred while the backup job was running.
You should research what a computer backup program does because your question indicates to me that you are thinking more about simultaneous syncing, which can be done, but that is not the purpose of imaging/backup software, which is the bedrock of securing your computer from hardware failure or malware.
