Hasleo Emergency Disk to recover Surface pro arm

I created a USB drive with Hasleo Emergency Disk to recover a backup on the Microsoft Surface 11 Pro ARM, but when I restart the computer, the emergency disk loads, and then the screen freezes, and I can't do anything. 
What could be the reason?

Please remove the winpe.iso file in the bin folder under the installation directory, then re-create WinPE, and choose to download WinPE components from Microsoft when creating WinPE to see if the problem persists?
