Does Backup Normally Exclude the Recycle Bin?

You must commence a new backup job, then go to Backup Options [...]

Just a little addition to that:

You can of course also edit the backup options of an existing backup job without the need to create a new one each time, maybe that wasn't that clear so far.
The backup options hide in the "Actions" menu under "Edit":



From there options are as usual in "Backup options" which you probably already knew:
