This window will only pop up when the destination device is a USB stick. You had to manually format the destination device if it is an external hard drive. Here is the guide:

This is an artificial limitation. Please file bug report. If not artificial, then nonsensical.

We know that the capacity of the external hard disk is usually large, and the user may want to put the data and the Windows operating system into separate partitions, which is why we require the user to manually partition the disk. We will improve this issue in the next release, thank you.

I'm having the opposite issue, I wish to install to a flash drive, however I don't want the application to format the disk and partition scheme for me, as I wish for the GPT to remain intact.
I'm having trouble getting it to boot on my mac without first inheriting the GPT from being formatted in Mac OS, so if the whole "Selected device needs to be formatted, please select the partition scheme:" is really quite frustrating.
An option to either "Format for greater compatibility" or "Leave the partition table as is" would be good. The latter acting like what happens when you plug an external hard disk in, and the former bringing up the format options.

To create a w2g drive that can be started from your Mac computer, please select the 'GPT for UEFI' or 'MBR For BIOS and UEFI' option to format the target disk, which guarantees a successful startup on your Mac computer. We recommend that you use the 'MBR for BIOS and UEFI' option to create w2g, because this type of Windows To Go drive can boot both BIOS-based and UEFI-based computers.

Sorry, but this link above does not show how to create the MBR on an external USB HD manually! I still get stuck with this. I have tried 4 days now to get a clone of my WIN 10 Enterprise HD to an external USB HD, and still can't even create the drive to receive the files! My Version of WinToUSB is 4.5 in the meantime - I read abaove that the behaviour is an "artificial" limitation and should be changed with the next version. Please tell me which version you mean?

For how to convert a disk to MBR, refer to the following link:
