I disabled Smart App Control to perform the update and re-enabled it afterward. Everything seems to be working fine now.
I'm just mentioning this in case the problem is with the Hasleo app and not Smart App Control.

The installation package of Hasleo Backup Suite is generated using Inno Setup. During installation, Inno Setup extracts some installation files to the system temporary folder and performs subsequent steps there, which is likely the direct cause of this issue. However, it is quite strange that this problem occurs only on extremely few devices; we have not been able to reproduce it in our internal test environments, and therefore we cannot determine exactly which specific file is causing the problem.

It's an optional feature that Microsoft evaluates before enabling to see if it can help us without causing too much inconvenience. The most important thing is the antivirus. The problem is that people don't know that this is not part of the antivirus and will not be able to use the applications they want, and this option will cause software publishers to lose money.
I had the problem with Hasleo Backup Suite on both Windows Home and Pro, and I have the latest build. Everything in Kernel Isolation is enabled. Secure Boot is enabled, and I have TPM enabled.
I just had a problem with 7-Zip because of Smart App Control, which I never had with previous versions. On a computer with Home, there was no problem. It's the one with Pro. It worked on the third try. The only difference from the previous two attempts is that I downloaded 7-Zip with Edge and launched it from the Edge browser. 7-Zip doesn't have a digital signature.
If I still have a problem with Smart App Control and I can't resolve it by disabling and re-enabling it, I'll disable it permanently. So far, I've had problems with three apps, including Hasleo Backup Suite.

I had a similar problem on a pc of a family member I helped. Smart App Control blocked some Hasleo *.tmp file (I think). Sadly the family member wanted to do other things on the pc so I forgot to take a screenshot.

Afaik if a file isn't signed or widely used or older (and known) there is a high chance to encounter an SAC block.
I updated Hasleo on 3 pc all with SAC active and only one complained about the software. All win 11 Pro 25H2.
