I have the same problem. Windows shuts down. The computer won't power off. I've installed Windows ToGo on two different USB drives, and the problem persists. I've tried various solutions: hibernation disabled, sleep disabled, but no results.
Based on the situation you described, I suggest focusing on the following two solutions mentioned earlier:
1. Turn off "Fast Startup"
Go to: Control Panel > Hardware and Sound > Power Options > Choose what the power buttons do > Click "Change settings that are currently unavailable" at the top > Uncheck "Turn on fast startup (recommended)" > Save changes, then restart and test shutting down again. Of course, "Fast Startup" is often unavailable in Windows To Go, but it's still recommended that you check.
2. Change the USB connection method
If you are using a Type-C to Type-C cable or port, try switching to a Type-C to Type-A cable. Users on third-party forums have reported that this resolves the power management issues with Windows 11 WTG.
If these still don't work, try testing on another computer, or create a Windows To Go drive using Windows 10 instead.
