In this case, you need to use Hasleo WinPE Downloader to download the offline WinPE package on a network-connected computer, then copy it to the target computer. This offline WinPE package allows you to create a WinPE boot disk or WinPE USB without internet access.

Step 1. Download and extract WinPE Downloader, then double click WinPEDownloader.exe to launch it.
